This has been ID'd as the Hardfloor Mix of Blue Monday, and what a tune it is!

The Beach is another track

Its somewhat similar to Blue monday but with no Vocals you can get this on the

Substance 1987 Double CD
and maybe on the Power Corruption and Lies CD.
