Programs for Balancing Computer Audio?

I'm not exactly sure if such a thing exists, but is there some sort of program that can directly monitor the balance of audio output from a computer?

Using soundforge for that would be unpracticle and a waiste of money.
Im sure there is some software for what you are looking for though. There are sound drives that are used like the windows mixer and you can see the levels aswell as eq the computers output + do more. It was also free, i just cannot remember what it was or where i got it.
Its out there though try google and download.com

Doesn't your sound card's utility programs have output level meters?
