Drunks Arrested in Texas

i've heard of cops giving people tickets for smoking in bars, but not drinking in bars.

I guess they are just using pre-emptive action to make sure they don't get into public.

how do they know who will cause chaos or drive drunk after the so called "drunk people" leave the bar. It sounds like that movie where they arrest people before the crime is commited. Its a recent film.

First undercover's for underage and now undercover's for overage?
