I heard that this epic trance anthem was made in one day! Apparently Ferry and Vincent went into a studio and churned out this master piece. Does anyone know if this is true?

Well ... I don't know ... true is this track is really good.
the main riff for Universal Nation was all made in 15 mins. 
almost all trance riffs were ripped off from Handel.
the best tracks were programmed in a day. Or at least a couple hours.

"motorcycle - as the rush comes" was made in a few hours as well... so was "teamPROGRESS - symphonic music (sunrise mix)"... the "origianl mix" took a while to make, but the guys were fooling around and come up with the "sunrise mix" (the much more popular version) in just an hour or so... funny how it works out like that.
can't confirm your question regarding "carte blanche" though, sorry.
