Damn, i've heard this before but can't think of the name. It's a remake of 2nd Element - Underwaterfall (but under a completely different name), with a beat and vocals if that's any help.

Solarstone and Jes - Like a Waterfall.

The only remix I can find that it has a chance of being is the Solarstone dub, although I'm not 100% convinced it's it.
