DVD Authoring Question

So say you want to make a DVD with your own clips, and you want to set up a title screen, with like extras, and scene selection, stuff like that.

What would be the best program I could use to make something like that?

Personally, I like Adobe Premier. I've also used NeroVision, with OK results.
