suggestions for animated avatar from video clip?

I have a great idea for a new avatar I've never made my own animated image before, was wondering if anyone had a tip on a particularly user friendly animation program. I'm just going to loop a few frames from a video file - but only a small portion of the shot, so some cutting will be needed... Thanks in advance
