Best audio converter?
Any suggestions? Need it mainly for converting mp3s from one bit rate to another.

if you are doing bitrate conversion well it's just plain stupid to do because of generation loss, compression artifact etc.
Use Lame.

if that's too much for you to handle just get Lame 3.97 and get winlame to do your conversions.

I usually convert 2xx kbps VBR to 192 kbps, that way there are no losses, right?

you are going from one lossless format to another so there's always going to be some form of degradation and I don't mean just lower quality because it's a lower bit rate.
A file directly ripped to 192 kbps will sound better than a file ripped to 224 and then converted to 192 ....
but really I bet you don't care if you're doing this .. btw why are you doing this?

I'm having problems cutting VBR mp3 files so I convert them to the closest quality (usually 192 kbps) and then cut them.

Your best bet, is to sacrifice some hard drive space, and RE-encode your existing MP3s to 320kbps, and save your future files to 192kbps.
Lame or CDex are good choices.
