It's "Everything But The Girl - Missing (Todd Terry Mix)"

You should check out the version found on "ATB - The DJ: In The Mix" album, which is the "Todd Terry Club Mix", there's 2 different Todd Terry mixes, the one listed above is the one from your clip, and the Todd Terry Club Mix has some 9PM mixed in with it and is better IMO.
