called the owner, they didnt answer, what am i supposed to do with this thing in the mean time

its still a puppy pretty much, smart dog.

Well if you contacted the owner, you must be able to contact the vet it goes to. You can call them, and they can contact the owners as well or they might be able to tell you a shelter to take it to and they can pick it up from there.
