I don't think he did anything wrong. He isn't allowed to move the guy (any accident like that you aren't supposed to move them), and he probably wanted to make sure the douche who hit the biker didn't try and take off.

What was he supposed to do? Run to the guy on the ground (who he can't move, and can't do anything for,) while the moron who hit him drives off?

He's a cop, he sees shit like this all the time, and one of his duties is to make sure that people know what they should do in an emergency.

Quit hating on cops, it's a lot more difficult than you think.

I have to agree here. He should have tended to the guy on the ground. You can always catch the person who did it, CSI taught me so (jk). Though he couldn't have really done anything for the guy on the ground, if the guy would have died the cop would have been blamed for not at least having tried to do something.

Cops aren't supposed to move a victim until a medic arrives to check them first.
