Clearly that man should be institutionalized. Anyone who can think those things, and think it is normal and rational is sick in the head, and needs to be kept somewhere to protect himself and others.

Why is he allowed to live in a normal home in a normal neighbourhood when he openly admits to wanting to do this again?! That is like letting a rabid dog out of its cage and saying "oh, it's ok... his intentions are to bite you, but we will let him run around until he does, and THEN we'll punish him".

It makes no sense.
