yes, Rosenmontag is a Holiday in Germany (christian Holiday that is)

i have no clue where the club is, but there are usually Parades on Rosenmontag

it's not called "grave" as some people mentioned already.
It is held in the "Turbinenhalle" in Oberhausen.
