Old Trance song "Circles"? - approx 98 - 2002

I heard this song on a cd a friend gave me back in 2002 but I have no clue what the name of it is.

It's uplifting trance, and it has a woman in it that says "Circles" and then "In the water", someone must know this.

Appreciate any help
