Not until 2008.

You can travel by land or sea from the USA into Canada just fine without a passport.

If you are flying internationally though, you need a passport.

No, that is not enough. You need proof of citizenship, such as a birth certificate.

Hmm, when I drove down to the states few weeks ago, all I showed was my Drivers.

Until they deploy WHTI, you should be able to cross the border with a birth certificate and Photo ID (Driver's Licence / Military ID, etc).
