Icecast2 is a free alternative to ShoutCast. I don't know if you can run your own ShoutCast server, but oddsock and icecast work well together.

For any streaming server you'll need enough bandwidth to support your listeners (# of listeners * stream bitrate).

if the former:

make an m3u file and just link people.
