How do you make this sound on a synth? Just a general idea of where to start would be good. I imagen its some kind of hi-end formant tpye sound, but not really sure how to do it from scratch.

just sounds like a voice sample saying 'oh' pitched up with some reverb on it... possibly vocoded because i hear a bit of a sine/triangle wave under it.

orange vocoder or melodyne can do this
