The beginning part (the vocal in fact) sounds exactly like Watergate - Heart of Asia.The lyrics are in an oriental language. Here is a sample of this "mistery" track :

That's definitely "Snap! - Rame"

It's from 1996.
But Heart Of Asia contains other vocals
