It means to clothe or protect something or someone, generally used in the context of protecting oneself from the cold.

yes, the lyrics are completely ridiculous (that's mylene farmers lyrics in a nutshell, ok not really), and ye, she's married and shit, she also left her production team (Mylene farmer + Laurent Boutonnat). another album is undoubtley to come since her second album was not that big of a seller

It's really hard to tell if she is saying "rouge" or "bouge". Either way it would still make sense.

It's fascinating to watch those ass cheeks shake when she does her thing.
