Do what I do in this situation. Search on MySpace for the guys name, if he has a profile then that means he's real and it's probably legit.

Why even the need to ask? This shit is like the 1000000th version of the nigerian scam, poorly disguised. Come on, someone that has used the internet for at least 4 years shouldn't have doubts about this.
I dunno. Do you think an organization like The British National Lottery would use hotmail for email?
About 2 years ago i have actually received letters from spain saying that i won a lottery and i have to go to spain and claim it

One of our dipstick secretaries at work was convinced that one of those flashing banner ads told her she'd won a free laptop. Just about had to slap her to stop her using a work email as the reply. She was dead set convinced, no one could tell her otherwise and I think provided nature provides a steady stream of dumb, greedy people, the internets will provide such things.

You could also do a search with key parts of the email such as the email address, subject line, even the contents. If it's one that has been seen before, someone is bound to have posted it with information on whether it is legitimate or not.
If you get any matches, chances are that it's not legitimate. I mean, think about it: if someone else received the same email with the exact same reference numbers or any bit that should be unique, it obviously is anything but.
