That would kinda defeat the purpose of a private/restricted number, no?

Im not sure if it will work but on my current phone i can set to accept calls only from the ones in my phone book

you may be able to call your phone comany and see if they can try to blacklist the number or something.

i'd call customer service, see what they can do

i have heard stories of people calling customer service and successfully blocking a number. But most of the time they end up telling you to call the cops?

i dont just want to block it (later). I want to find his number so i can find out who it is.

Depending on your phone service, they should provide you a code you can do yourself for your phone NOT to accept blocked calls ( *_ _ ) . Also, there is another code in which any harrassing calls will direct them to your local police.
