Sounds like someone whose afraid of people and doesn't mind the government running their lives via the mailbox...

/it's so much simpler than actually have to deal with someone face to face...

The world doesn't work that way. What if you were a subprime borrower sitting on a house that's losing value while not being able to pay the mortgage adjustable rate, then losing your job? Some things are outside of local community's control...

Perhaps they could have worded it better by simple saying, "It's easier than being responsible."
