Yeah, basically.

What a vocoder does: it uses two sounds. One is the "source" sound, like a synthesizer. The other is the "modulator," like a human voice. You play notes or chords with the "source" sound, and then the "modulator" sound determines the spectral (frequency) and dynamic response of the "source" sound, i.e. when the voice is loud, the synth gets loud, and when the voice gets higher, the distribution of frequencies in the synth sound will shift toward the upper registers.

Anyway, vocoded voices can sound pretty cool. Listen to "Summer" by Solar Fields; that has a pretty neat use of a vocoder in the intro part. But the other thing I want to say is that vocoders can use any "source" sound, not just a voice. I experimented with putting a vocoder on drum sounds a while back:

I'm pretty sure that Junkie XL uses a vocoder or similar device for certain drum and synth effects, like the "glassy-sounding" sort of percussive noises at the beginning of his mix of Tiesto's "UR." Lots of people hate both vocoders and Tiesto, but I think those noises are pretty neat.
