Ha ha the video was hilarious! Your post urged me to (instinctively) do some detective work.Towards the end of the video, a building appears with the name "Krasnapolsky" written on the top of it. I googled it, and i found out that it is located in Amsterdam. (Well, there are many hotels with this name, but this one seems to be the most famous, plus, the photograph of it seems to match the one in the video!). You are completly wrong, it's made in Holland, like PETRAN already mentioned. You can see Dutch traffic-lights and Dutch words in it. The houses also look Dutch.
The car is a very old french Renault or Citroen van which is more like a museum piece.
It's Jumpstyle which has Belgium roots and came out of oldschool and hardcore. It became very popular in Holland over the past few years. Especially young kids love to jump on this music. Kids really enjoy this, because it's fun to do and nice to watch.
It's Dutch and it's popular, but I don't think its what the topic starter was expecting to get....
