I haven't watched the video... and don't wanna watch it. Reading this article was heartbreaking enough.

In 2007, the 'artist' Guillermo Vargas "Habacuc", took a dog from the street, tied him to a rope in an art gallery, and starved him to death
For several days, the 'artist' and the visitors of the exhibition watched emotionless the shameful 'masterpiece' based on the dog's agony, until eventually he died
This is not all... the prestigious Visual Arts Biennial of the Central American decided that the 'installation' was actually art, so that Guillermo Vargas Habacuc has been invited to repeat his cruel action for the biennial of 2008
PLEASE HELP STOP HIM
It takes a second to help put a stop to animal abuse!

that sucks for the dog, but there are dying strays in cities all over the world just like him. most people think of them as pests. the most horrific thing i've seen was a half-eaten stray at a bus stop in athens, picked to pieces by other strays. it's so common that pretty much the only people who care are those who don't have to deal with it (americans)

A stray dog starves to death and it causes a huge outcry. A homeless man starves to death and no one cares...that is unless he dies on their street in which case they petition the city council to strictly enforce vagrancy laws. 
Interesting way of showing poverty (if that was his intention), but it does not stop it from being so cruel.

This exhibit isn't cruel. (If it is indeed real) Every person that saw it and didn't do anything is cruel. This is a great example of how we jump on any scapegoat we can to be the cause of all the misery that we see and ignore every day in this world, just to justify our own concience.
(I'd like to know how many of the petition signers walk by a homeless person every day without batting a lash.)

I find it amazing that people get so upset when a dog or cat suffers, but those same people have no problem eating burgers, kfc, etc etc.
Double standard.

For the *real* animal lovers:
- Every year in the U.S., more than 27 billion animals are slaughtered for food.
- Chickens have their sensitive beaks seared off with a hot blade, and male cattle and pigs are castrated without any painkillers.
- The average American man, woman and child will eat more than 35 animals per year or 2,600 over a 75-year lifetime. This includes: 2,555 chickens and turkeys, 33 pigs, 12 cows.
If you love animals, stop eating them.

It was just a stray dog.
I love animals.
I also love eating animals.
I love not having to kill and butcher the animals myself.
What I love better than any of the above is the fact I live in a highly specialized society where I do not have to kill and butcher the cute critters that happen to be so tasty.
What I hate is people who try to condemn me for this so called double standard.
Having said that, I really don't understand cruelty for art's sake, nor do I condone cruelty just so people that are so inclined can get their kicks. There has to be a better purpose than that (at least in addition to that).
I could not and would not kill a creature for any reason as long as slaughterhouses and grocery stores exist. I would definately cook and eat it once those two things were done though.
Pre-Zombie-Apocalypse (Pre-ZA) I definately would put humans above animals when it comes to survival. Test away on animals, I say, for medical purposes (not vanity). To paraphrase Penn & Teller: "I would personally strangle every monkey to save the life of one junkie." I even go as far and say round up all the strays and cook em up the ones that can't be found good homes and feed them to the hungry.
Post-ZA, I will be the first person to crush your skull with a crowbar for the sheer joy of it once the zombie apocalypse comes. And I would not have a problem eating you if need be. Hell, I'd kill and feed you to my dog first(if I had one). Actually, fuck that, I'd kill any one of you and throw you in a ditch to rot, or make a wall of corpses to fend of the advancing zombie horde for a few seconds, laughing the whole time, and find my dog some good cow.
P.S. How I do yearn for the Zombie Apocolypse...oh so much...
