1990 was the closest answer I could select but I really beleive it was 1993.

been around a while listening to trance since 92/93.
first name that popped into my head right now was Cosmic Baby and the track Space Track from the album/compilation Trance Europe Express vol.1 from 1993, http://www.discogs.com/release/17822

dont know who KLF or Klaus Schulze is/was so they werent probably of any importance. i dont think anything about how much impact todays trance has on the music scene compared to back in the days, its probably all the same, nothing matters and it never did and never will, we are all just particles in an endless space. its more about how much impact it has on you and it had alot of impact of me in the 90s and early 2k but not much anymore as i realised that nothing matters lol. except beer, its all about beer now.

The first Cosmic Baby track I heard probably was Cosmic Baby - Hear Yourself Dreaming (Cosmikk Trigger 3) or I don't remember it.

no i never heard the track before, i youtubed it and I probably wouldnt have liked it at the time it is too slow, i was liking 140BPM+ atm (well not in 88 i couldnt even read then). It sounds very 2unlimited if u ask me. it supports the claim that nothing has happened since 1984, everything has been done by that year, everything after that is redos, variations of stuff done before.

In 1990 "What time is love" wasn't slow compared to the other tracks. At least not at the compilation series I know it from: Turn Up The Bass - Volume 10

But it was just before Eurodance started to become more clear. In 1991 all the big names started to appear including 2Unlimited and the bpm went up.

Compare the original bpm to this one (1992):
KLF - America: What Time is Love

This one back then I remember as a fast one:
