Among the armed groups roaming the eastern part of Congo are the Rwandan Hutu Democratic Forces for the Liberation of Rwanda rebels. Some of its members are accused of being among the main perpetrators of Rwanda's 1994 genocide by Hutus against the Tutsi minority. The United Nations and global human rights organisations have accused the FDLR of engaging in mass murder, rape and pillage of locals' property.

Seriously though, why is the media always giving third-world African countries such a bum rap? I know they have lots of pirates and wars and all, butt I'm sure they're doing their best with what they have. It's not like they want to be known as bottom achieving countries for the rest of their days. It's only when ugly issues like this rear their head that the media has sufficient ammunition to attack.

Its complicated.
Western media doesn't particularly want to advertise to the public of countries that fund these wars in the first place with cheap weaponry sold by their governments. Good things happen there and there are some successes, but for anyone off the continent they really don't care.
