Cash for Aussie 'grateful dead'
quote:
The Australian government has admitted that cash hand-outs aimed at stimulating the economy have been sent to thousands of people who are dead.
The money was part of a multi-billion dollar package under which every tax-payer was entitled to a payment of up to A$900 ($700, 440).
About A$14m of the money went to dead people, ministers said, and A$25m to Australians living overseas.
Local media have dubbed the deceased recipients "the grateful dead".
Finance Minister Lindsay Tanner said that the money would still help Australia's economy.
"Even where they go to people who are dead, of course they go to the estate," he told local media.
"The estate typically is going to consist of ordinary Australians who will in turn get the payments, and on balance over time, will spend those payments."
He did acknowledge that a "tiny proportion" of the money might be spend overseas, by expatriates.
But another minister said more than 99% of the money had gone to the right people.
Members of the opposition were not appeased.
"If anybody saw any of the dead out there spending up big at Harvey Norman or Coles or Woolworths, please let me know," ABC news quoted Liberal Senator Simon Birmingham as saying.
Good idea, Magnetonium... the PDD needs a little comic relief from time to time. Here is my offering for today:
"RUSSIAN GIRL FOUND BEHAVING LIKE DOG"
| quote: |
| RUSSIAN child protection officers have taken into care a five-year-old girl who barks and laps up food like a dog having had more contact with canines than humans, police said. The girl had been found in a filthy apartment living with relatives but also large numbers of cats and dogs, with whom she appeared more comfortable, police in the Eastern Siberian city of Chita said in a statement. Never allowed outdoors, the girl had not learnt to speak but instead tried to communicate by barking. When discovered by child protection officers, the unwashed girl was dressed in filthy clothes and "threw herself at people like a little dog". "In all these years, the girl managed to master the animal language only," the statement said, adding that the girl could understand Russian, while not speaking it. "For about five years the girl was 'brought up' by several dogs and cats and not once went outside," the statement said. Currently living in a care facility and receiving medical and psychiatric help, the girl continues "to jump against the door and bark" if her carers leave the room she is occupying, the statement said. It added that the girl had a good appetite but preferred to lap up food from a plate rather than use a spoon. The police statement dubbed the girl "Mowgli" after a fictional character in a children's book by the Anglo-Indian writer Rudyard Kipling. Police plan to open a criminal investigation for abuse, it added. In March, Russian President Dmitry Medvedev urged action on child abuse, saying 760,000 children were living in "socially hazardous conditions''. |

Earlier this year, President Dmitry Medvedev called for more action on child abuse. He said 750,000 children in Russia were living in "socially hazardous conditions". |

Feral children, also known as wild children or wolf children, are children who've grown up with minimal human contact, or even none at all. They may have been raised by animals (often wolves) or somehow survived on their own. In some cases, children are confined and denied normal social interaction with other people. |

Natasha Mikhailova had been confined in a room with dogs and cats for several years, in the home she shared with her father Viktor Lozhkin and her grandparents. When found, Natasha hadn't had any contact with her mother Yana Mikhailova for two years. Natasha was treated as a family pet and as a result, when she was found at the age of 5, she couldn't speak, walked on all fours and barked like a dog, and lapped up food and drink with her tongue. Although 5 years old when found, Natasha was the size of a two year old. |

Oxana Malaya, the Ukrainian Dog Girl Lived with dogs Not really either a feral child or a confined child, but rather a neglected one, Oxana Malaya spent much of her childhood between the ages of 3 and 8 living in a kennel in the back garden of the family home in Novaya Blagoveschenka, Ukraine, although she did spend some time in the house with her alcholic and neglectful parents. Oxana Malaya, the Dog Girl Her childhood spent in the company of dogs meant that Oxana exhibited many of the characteristics of feral children. Her actions and sounds mimicked those of her carers: she would run about on all fours and bark. When first found in 1991 she could hardly speak. What has become of Oxana Malaya? In 2006 at the age of 23, Oxana Malaya still resides at a home for the mentally handicapped, the Baraboy Clinic in Odessa, where she helps look after the cows in the Clinic's farm. See Oxana Malaya's story Oxana Malaya has been featured in a number of television programmes, including Wild Child: The Story of Feral Children, made by Optomen Television for the Discovery Channel and also shown on Channel 4 (UK), and the first programme in the Confrontation series from NTV (Russia). |
Here's something you dont read about everyday. Despite the fact that "Illinois gun laws are said to be among the strictest in the US".

Illinois baby obtains gun permit
quote:
Bubba Ludwig may only be 10 months old, but he has already successfully obtained a gun licence in the US state of Illinois.
Bubba's father, Howard Ludwig, applied on his behalf after his grandfather gave him a shotgun as an heirloom.
Mr Ludwig said he had not expected to succeed, but he filled in the online form, paid $5 and the licence was his.
US gun laws are regularly the subject of fierce debate, renewed recently after April's Virginia Tech killings.
Gunman Cho Seung-hui was able to exploit a loophole in Virginia state law and obtain weapons despite having a history of mental illness. The loophole was later closed.
Technical problems
The licence includes a picture of a toothless Bubba and a squiggle that represents his best attempt at a signature.
In an article in the Chicago Sun-Times, Mr Ludwig, 30, said that he expected the application to be turned down.
Two rejections did in fact come, he said, but both related to technical problems - on one application he forgot to tick a box stating his son was a US citizen - rather than Bubba's youth.
His third attempt was rewarded with a state firearm owner's identification card (FOID), complete with details of Bubba's height, weight and date of birth.
'No age restrictions'
Illinois gun laws are said to be among the strictest in the US.
But Illinois State Police, who oversee the application process, said that they had followed the law in this case.
"Does a 10-month-old need a FOID card? No, but there are no restrictions under the act regarding age of applicants," the Associated Press news agency quoted Lt Scott Compton as saying.
Mr Ludwig said Bubba's gun would likely remain at his grandfather's house until he was 14.
"I'm not about to approve any unsupervised hunting or trap shooting for Bubba," he wrote in the Chicago daily.
"Still, I'm glad he was able to get his FOID card. It makes an adorable addition to his baby book."

Shell shock for Russian village

A Russian warship has mistakenly shelled a village near the northern city of St Petersburg, officials say.
They say the small anti-submarine vessel fired up to 15 artillery rounds at Pesochnoye during target practice late on Thursday.
No injuries were reported in the village. It was not immediately clear how much property damage there was.
Some terrified villagers said they thought a war had started, Russia's Ria Novosti news agency reports.
India plans hot chilli grenades

Indian defence scientists are planning to put one of the world's hottest chilli powders into hand grenades.
They say the devices will be used to control rioters and in counter-insurgency operations.
Researchers say the idea is to replace explosives in small hand grenades with a certain variety of red chilli to immobilise people without killing them.
The chilli, known as Bhut Jolokia, is said to be 1,000 times hotter than commonly used kitchen chilli.
Scientists at India's Defence Research and Development Organisation (DRDO) are quoted as saying the potent chilli will be used as a food additive for troops operating in cold conditions.
And the powder will also be spread on the fences around army barracks in the hope the strong smell will keep out animals.
Other forms of pepper spray are commonly used for crowd control in many parts of the world.

'Stoned wallabies make crop circles'

quote:
Australian wallabies are eating opium poppies and creating crop circles as they hop around "as high as a kite", a government official has said.
Lara Giddings, the attorney general for the island state of Tasmania, said the kangaroo-like marsupials were getting into poppy fields grown for medicine.
She was reporting to a parliamentary hearing on security for poppy crops.
Australia supplies about 50% of the world's legally-grown opium used to make morphine and other painkillers.
We have a problem with wallabies entering poppy fields, getting as high as a kite and going around in circles. Then they crash
Lara Giddings, government official
"The one interesting bit that I found recently in one of my briefs on the poppy industry was that we have a problem with wallabies entering poppy fields, getting as high as a kite and going around in circles," Lara Giddings told the hearing.
"Then they crash," she added. "We see crop circles in the poppy industry from wallabies that are high."
Rick Rockliff, a spokesman for poppy producer Tasmanian Alkaloids, said the wallaby incursions were not very common, but other animals had also been spotted in the poppy fields acting unusually.
"There have been many stories about sheep that have eaten some of the poppies after harvesting and they all walk around in circles," he added.
Retired Tasmanian poppy farmer Lyndley Chopping also said he had seen strange behaviour from wallabies in his fields.
"They would just come and eat some poppies and they would go away," he told ABC News.
"They'd come back again and they would do their circle work in the paddock."
Some people believe the mysterious circles that appear in fields in a number of countries are created by aliens. Others put them down to a human hoax.
What a superstitiously messed up country.

The authorities in Sri Lanka have arrested a popular astrologer who predicted that the president will be ejected from office, police say.
Chandrasiri Bandara announced last week that the government would flounder in September and October because of political and economic problems.
The opposition have condemned the arrest and warned that the country is heading towards a dictatorship.
Astrology is taken seriously by numerous Sri Lankan politicians.
Inauspicious
Police told the AP news agency that Mr Bandara told an opposition meeting that the prime minister would take over as president on 9 September and the opposition leader would become prime minister.
He was arrested on Wednesday night to investigate the basis of his prediction, police spokesman Ranjith Gunasekera said.
Mr Bandara made his forecast despite the president's high approval ratings following the defeat of Tamil Tigers rebels in May, bringing an end to nearly 26 years of civil war.
"The CID (Criminal Investigations Department) is questioning the astrologer," Mr Gunasekara said.
Sri Lankan President Mahinda Rajapaksa (left) and Lt Gen Sarath Fonseka (18/05/09)
President Rajapaksa takes astrological predictions seriously
The astrologer predicted that a planetary change on 8 October will be inauspicious for parliament and the government may not be able to contain rising living costs - a forecast which correspondents say has already been made by private economists.
"The crime which Chandrasiri Bandara committed was publishing an astrological column which was adverse to the government," said opposition United National Party General Secretary Tissa Attanayake.
So convinced are Sri Lankan politicians over the accuracy of astrology that many have their own personal seers who decide the auspicious times to launch any new initiative.
President Rajapaksa has declared himself to be a believer, telling foreign reporters earlier this year that he has often consulted a favoured astrologer for advice on what time to make speeches or to depart for trips.
Mr Bandara - who has a weekly television show and writes controversial political columns for a pro-opposition newspaper - is one of the most popular astrologers in the country.
Media rights groups have complained of continued efforts by the government to stifle freedom of speech despite the end of the war.
On Wednesday the main media organisations in the country urged the government not to re-establish a body that can fine and imprison print journalists.
According to Amnesty International, at least 14 journalists and staff at news outlets have been killed by suspected government paramilitaries and rebels since the beginning of 2006.

>The Real Duke Rape Case<
what you won't see too much of (so far anyway) in the MSM about this waste of oxygen is that he's 1) gay, and adopted this child along with his partner whom he hid his vile acts from. 2) the child is black.
recall back in 2006 the other Duke rape case....
| quote: |
| It looks like Duke University has another rape case on its hands. This one may hurt the university nearly as much as the one that rocked its campus back in 2006. Unlike the previous case, this one appears to involve a credible confession of sexual abuse. Like the previous case, crucial facts are already being filtered through the prism of identity politics. Frank Lombard is the associate director of Dukes Center for Health Policy. The university administrator was recently arrested by the FBI and charged with offering up his adopted 5-year-old son for sex. I tried to contact Frank Lombard over the weekend to probe his expertise regarding the health benefits of raping small children. So far, hes declined to comment. University administrator Lombard is accused of logging on to a chat room online and describing himself as a perv dad for fun. The detective who wisely looked into the suspicious screen name says that Lombard admitted to molesting his own adopted son. All this was before allegedly inviting a stranger to travel to North Carolina from another state to statutorily rape his already-molested adopted son. If Lombard is convicted, he faces a maximum of 20 years in prison. His arrest comes about a year after the Court decided that child rapists cannot be executed because society has evolved to the point where such executions would be indecent. If this case goes to trial, it could be an interesting one to watch. But it will be just as interesting to watch the Duke faculty respond to these allegations. It didnt take them long to respond when several white Duke Lacrosse players were accused of raping a black stripper. A whopping 88 professors signed a statement accusing the players of both racism and rape. Such was their regard for the presumption of innocence. Perhaps even more stunning was the response of some professors after it became apparent that the white lacrosse players were innocent. After that became so obvious the school had to readmit the students, Professor Kate Holloway resigned her committee assignments in protest. By the way, the most common form of faculty protest these days is to refuse to work. Most people think this kind of protest is caused by arrogance. But the actual cause is a thing called tenure. So it will be interesting to see how Duke faculty members respond to Frank Lombard. Because he is white, Lombard is fair game at Duke, isnt he? But Lombard is also gay, so will that complicate things? Unfortunately for Frank Lombard, the affidavit in support of his arrest warrant shows that this second Duke rape case will also have a strong racial component. According to a confidential source (CS) a man using the user name cooper2 or cooperse logged onto an internet-based video chat room. CS saw him perform oral sex on an African-American child under the age of ten. He also performed other acts on the child, which are too obscene to be described in this column. The user name cooper2 has now been linked to Frank Lombard, the associate director Duke Universitys Center for Health Policy. A second source has now alleged that cooper2 has confessed to being into incest and that he has adopted two African American children. The only good news coming out of this story is about Frank Lombards live-in homosexual partner. The affidavit in support of Lombards arrest warrant shows that he made special arrangements when molesting the child sometimes even by drugging the child to make sure his partner did not find out. Records also indicate that Frank Lombard made a contribution to the Genesis Home in 2003. The Genesis Home is an organization that assists needy families in making a transition out of homelessness, in part by maintaining a child care center. The organizations website features numerous photographs of African-American children under the age of ten. The Associate Press (AP) did not mention the fact that the five-year old offered up for molestation was black. Bringing that fact to light might be damaging to the political coalition that exists between blacks and gays. Nor did the AP mention that the adopted child is being raised by a homosexual couple. Bringing that fact to light might harm the gay adoption movement. I wrote this column because I believe that certain coalitions must be broken. And certain movements must be harmed. Let the political fallout begin. >LINK< |

| Bitter taste of M&M's BY ANTHONY HANEVEER 25/06/2009 12:00:00AM IF TREATS are handed out in prison, a Devonport man could be forgiven for turning up his nose at M&M's. Dwayne Grant Seabourne, 21, was jailed for three months yesterday for attempting to traffick in ecstasy - in spite of the "drugs" turning out to be the popular chocolate confectionery. Last week, Seabourne admitted he travelled to Melbourne in November last year and paid thousands of dollars for what he thought were 400 ecstasy tablets. When intercepted by police at the Launceston Airport, he readily admitted to having bought the drugs and handed over a cylinder wrapped in masking tape. Opened in a recorded police interview, the package turned out to contain hundreds of blue M&M's, much to Seabourne's surprise. "You had been deceived and as a result paid $6000 for chocolate," Justice Shan Tennent summed up in sentencing in the Burnie Supreme Court. Along with the attempting to traffick charge, Seabourne also pleaded guilty last week to several minor drug offences. While "clearly an unusual case", Justice Tennent said the sentence she imposed on Seabourne should reflect his intentions and the steps he took to fulfil them. She said he obviously intended to sell ecstasy, even if it was not a well-planned operation and had been attempted at the last minute. Seabourne had travelled to Melbourne, Justice Tennent said, using a false name and also had bank cards in that name. The former champion darts player was jailed for five months, with the last two months of that sentence suspended for two years provided he be of good behaviour. He was also ordered to pay a Victims of Crime levy of $130. On a positive note for Seabourne, the Crown did not apply for a forfeiture order. That means he may be able to apply to have the rather expensive M&M's returned. |
Man Uses Nail Clippers in "Do It Yourself" Circumcision:
| quote: |
| The young man had to be rushed to the Lister Hospital in Stevenage, Hertfordshire. The wound was disinfected to cleanse it before he was given a bed in an observation ward. "This is something we would advise men never to attempt," a medic said, "The results can be quite horrific and long-lasting and have quite an affect on a man's sexual performance. "Using a pair of nail clippers must have caused excruciating pain, even if he had had a few drinks beforehand." In April last year a leading brain surgeon used a 30 DIY drill to carry out a successful operation on a fully conscious patient. Henry Marsh used a Bosch PSR960 cordless drill because he did not have his normal equipment on him. But Mr Marsh had to use the drill because he was on a trip to Ukraine in Eastern Europe to help people let down by a vastly inadequate health system. Halfway through the operation to remove the tumour from Marian Dolishny's head, the power ran out. Thankfully the neurosurgeon, who normally practises at St George's Hospital in Tooting, south, London, was able the complete the operation and save a life. |

Saudi 'genie' sued for harassment
quote:
A family in Saudi Arabia is taking a "genie" to court, accusing it of theft and harassment, reports say.
They accuse the spirit of threatening them, throwing stones and stealing mobile phones, Al Watan newspaper said.
The family have lived in the same house near the city of Medina for 15 years but say they only recently became aware of the spirit. They have now moved out.
A local court is investigating. In Islamic theology, genies are spirits that can harass or possess humans.
'Get out of the house'
"We began to hear strange sounds," the head of the family, who come from Mahd Al Dahab, told the Saudi daily. He did not want to be named.
"At first we did not take it seriously, but then stranger things started to happen and the children got particularly scared when the genie started throwing stones."
He added: "A woman spoke to me first, and then a man. They said we should get out of the house."
A local court says it is trying to verify the truthfulness of the claims "despite the difficulty" of doing so.
Many Westerners know the term genie from the tale of Aladdin and the magic lamp, or the 1960s American sitcom, I Dream of Jeannie.
But the BBC's Sebastian Usher says genies, or jinn, in Islamic theology can be a lot more sinister.
They are believed to be normally invisible but with the ability to assume human or animal form, and are often said to be motivated by revenge or jealousy.
There is a lingering belief in genies in the Muslim world that predates Islam, our correspondent says.
I bet this hasn't happened to you.

US smoker chokes on cost of habit
quote:
A man in the United States popped out to his local petrol station to buy a pack of cigarettes - only to find his card charged $23,148,855,308,184,500.
That is $23 quadrillion (14 quadrillion) - many times the US national debt.
"I thought somebody had bought Europe with my credit card," said Josh Muszynski, from New Hampshire.
He says his appeals to his bank first met with little understanding, though it eventually corrected the error.
It also waived the usual $15 overdraft fee.
"It was all back to normal," Mr Muszynski told his local television station, WMUR. "They reversed the negative balance fee, which was nice."
Debt crisis
His nightmare began when he checked his online bank account a few hours after buying the cigarettes.
He thought he would be a couple of hundred dollars in the black. But his overdraft had pushed him into the red - by an amount equivalent to many times the entire US national debt.
"It is a lot of money in the negative," he said. "Something I could never, ever, afford to pay back.
A copy of Josh Muszynski's bill
The 17-digit amount on his online bill shocked Mr Muszynski
"My children could not afford it, grandchildren, nothing like that."
In panic, Mr Muszynski rushed back to the petrol station, but they were unable to help. He says he then spent two hours on the phone with the Bank of America.
Eventually, it assured him it would be fixed - and the next morning, it had been.
But no-one has yet explained to Mr Muszynski how such a astonishing error could have been made.

Tattooed Swedish devil girls sexually molest cyclist

| quote: |
| Swedish cops are on the look-out for a quintet of tattooed girls who dragged a 50-year-old man off his bicycle, pulled down his trousers and smalls and "sexually molested" the poor bloke. The incident happened on 8 July in rebro, central Sweden, the Aftonbladet newspaper reports. One of the gang - described as 5' 7" tall and with "tattoos on her forearms" - grabbed his bike's rack and brought the victim to the ground. Having had their evil way, the five assailants made good their escape. The man was "not otherwise beaten or physically assaulted". Police spokeswoman Annika Haaster rightly described the attack as "downright unusual". In the hope that members of the public might help identify the tattooed ambush vixens, she concluded: "Perhaps there are others whove had the same thing happen to them. |
