Promo CD questions

I have a few questions about promo CDs such as recent mixes "Paul van Dyk - Politics Of Dancing" and "DJ Tiesto - In Search Of Sunrise 3":

1. When are they relesed?

2. To whom are they distributed to? Record labels ONLY? The public?

2-1. If they're distributed to ONLY record labels, how do they get on the 'Net if they don't like the idea of file sharing/trading?

2-2. If they are distrubuted to the public, why don't they just call THAT the final release, since the public has it?

3. What is done between a Promo release and a Final release?
