Flames shot up as around 230 people partied inside the Lame Horse restaurant to celebrate its eighth year in business.

A police source said most victims succumbed to carbon monoxide poisoning in the crush as the shocked crowd of mostly employees and their families rushed to escape.

"As of now there are 101 dead, including seven that died of their injuries in hospitals," the local region's health minister Dmitry Trishkin said.

"Right now there are 140 people in hospitals, including 85 who are in a very serious state."

A terrorist threat was ruled out after investigators found no trace of explosive devices or other clues that could support the theory.

"The accident was due to a violation of instructions when launching fireworks," a spokesman for security team in charge of the probe said.

A government commission has been set up to tackle the tragedy, with two planes sent to transport people with serious burns to Moscow hospitals.

Terrible, similar thing happened within the last 2 years on a large scale maybe again in Russia, or somewhere like Ukraine? Governments need to do more to prevent it from happening again.
