Need help finding a program,

I'm a college student doing a study of different frequencies for veterens with hearing loss. What program would be able to change frenquencies by octaves by lowering or highering them. AND be able to erase a frequency within an audio file.

sine tone to change frequency, filter to eliminate frequency. It is impossible to eliminate just 1 frequency from the spectrum however.

on a subtractive synth. search for Moog Littly Phatty. will save you alot of money.
