I could really get behind this idea. It's going to take totally changing the mindset and attitude of every citizen, but if we become a bit less selfish, and do a little for our community, wouldn't our society be better? (and helluva less troubles)

It's getting the populace to take part that's the problem...

Seems like a pretty sound idea. If you help clean you're less likely to dirty it up.

All the homeless in Toronto also keep our parks free of beer cans and liquor bottles. Had Britain put a deposit on their alcoholic waste their itinerants would have solved that problem years ago.
