I found what tune it is, it is "Alexander Ivanov - Oh what a trifle" as it translates on Google translator. Just need to find the single with remixes. I've looked on discogs but no luck there. Maybe it is registered under a different name when translated into English. Here is the link to the original tune:

Anyone got any ideas on this Russian folk song that was tranced up back in 1998/1999?

I am so, so pleased, thank you leonsv!!! After searching and searching, I came across "Triplex & Ivanov - God, What a Trifle" . I carried on searching until I could hear a sample and found it on this site:
