Fake. The "optimize PDF" option doesn't create "layers" so much as it separates out parts of the file that can be turned on and off like layers in photoshop. This phenomena is not unique to the birth certificate, and can be recreated with any .pdf scan of a similar document. There was a website that actually did the same with Trump's birth certificate, with identical results.
are you for real shakka or just taking the piss? like Gen3r4l1ty says, the result was reached because of how the idiot dealt with the PDF file. this is only "food" for birthers because they eat shit.

What people perceive in the pdf as proof the document is fake actually prove the contrary that the document is a real one.
This kind of separation happens and the difference in contrasts between some hand written notes and typed characters is because they are just that, not of the same mechanical property.
The separation of the text from the background, and lack of chromatic abberation is just that, because of the mechanical differences of what we see on the certificate.
I worked for a while with governement scanned documents doing QA work, setting up scanning protocols etc and am struck by the sheer ignorance of conspiracy people relating to scanning and also pdf files.
For one Pdf files are a much more complex thing than just being a simple document.
Today I work in design and regurlaly come accross morons who think they know what a pdf file is and how it's supposed to work etc.... this was no better when I was in printing and fighting with designers cause their files were no good.
People only see this document in one way and have no deeper understanding of the technologies involved and how things react and evolve as they go through digital processing.
A Pdf file can have many forms and be of many protocols and of many qualities. There is no one size fits all.
Morons who claim to be experts in photoshop should just stfu and learn what they are talking about before they speak which is scanning and pdf files.
Your photoshop knowledge and ways of perceiving a digital document are not related to the way pdf documents work.
The ignorance from people and so called experts makes me furious
