two things that i know from my experience in the military;
1. Fuckin Bureaucratic Idiots love paperwork, in triplicate.
2. classified information is gutted before it is downgraded-
otherwise it won't leave the SCIF.
this release is a prime example of both.
there aren't that many pages and what is there doesn't say shit.
