Is there a difference between limiting a channel and then turning it up, or driving up the gain before the limiter?

if 10 dBfs triggers the limiter, an your original signal is 15 dBfs , increasing your signal prior by 5dB will now trigger the limiter. Now if you limit your 15 bfs signal with the initial threshold, you will get no limiting and you will then increase the gain essentially doing no limiting. threshhol and input gain are affect each other. Many compressors dont' have thresholds, the gain controls how much is compressed.

For 2 bus limiting and channel limiting, is it better to drive the signal to the limiter threshold?

it is always better to have a hot signal and limit that then to artificially raise the gain which will also raise the noise floor.
