This is an extremely poor idea. Its no secret that rape often goes hand in hand with violence. To aggravate the assailant, especially to this degree is a recipe for disaster.

While made with good intentions, it falls short.

I feel that more effort should be placed on providing womens shelters and education.

Bad idea! The rapist will know about this and will stick something else up there first like a stick or pole, probably causing further damage to the girl. Then the guy will probably rape her once its out and stuck to the pole/stick, but now he'll be pissed that she "tried" to hurt his junk. I think this will definitely lead to more harm to these poor girls than before...
