Please help me identify a track from the 90s.

I remember copying a cassette tape from one of my friends in '99, so the track is at least as old as that. I haven't heard it since then either, but the melody is stuck in me for ever, it seems. My friend was Russian and the track could be from Russia, although I don't remember any Russian lyrics in the track.

I was about 130-135BPM and in the build up there was a sound of a modem dialing up or a fax being sent (it was probably an internet modem). Then the modem noises turned into this melody.

The track was on the darker side and wasn't very acidic.
