At the 4:36 to 4:48 mark do you think simple EQ automation was used or is there a plug in that might have been used?

i would just use a comfilter and make things easy for yourself. He is just automating the cutoff which for a comb filter is changing the delay.

That is the main effect. I would try it in a parallel setting with a lowpass filter as the bottom is still there.
