I have used total recorder to rip a real audio file and it came out to 56kbs/24 KHz I wanna raise it to 128kbs/44KHz can some one recommend a program that can do that??

I know how to convert wav to mp3 in winamp. The plugin for wav to mp3 does not give you 128kbs/44hz only up to is 56kbs/24hz -->there any output that does have that high level of output??

I just wanna make my mp3 file have better quality if that is possible

check Total Recorder properties and read help file!It should take about 15 mins to u to find out how to set it up properly to 192k/bit and evrything else

Encoding a sound file in any higher sampling rate / bitrate than the original would be a waste of space and would not increase quality, not to mention that re-encoding files that have already been encoded through lossy (mp3 / realaudio) compression usually results in very poor sound quality.

In order to encode higher than 56Kbit in WinAMP, you need to get an external MP3 codec - Radium released a cracked version of the Frauenhofer codec ... so you might want to look for that.
