Scanner guidelines?

I bought a scanner yesterday, and i never used one before, so i tryed to scan my school degree it's a little smaller then a A4 paper, so i choose A4 and 1200dpi... but that wasen't to smart, cox my little A4 sized school degree turned out to become a 9900x14000 big picture 10MB big in jpg form

After that i tryed to scan it at 150dpi, still turned out bigger then my real school degree.

I'm really impressed with my scanner, but i could use some guidelines to what dpi i should choose and when.

Hope someone can help me
