Right to Remix?

When someone makes a remix, do they have to get permission from the record label or pay royalties or can any one remix a track and release it or whatever?

usually the label signs the producer/song and they choose who are going to remix the track.

from what I know its not being released (via cd or vinyl)... so I would see no problem as long as he was not making money off of it
