how is it done? what prog or how?

its for a cable connection at home, is it possible to set it so it max uploads at 10 kB/s? with a prog or something?

nate:its impossible to ask my provider anything, they have whorst service ever, they got only a phonenumber and its a 0900 nr(really expensive a min)
