How to get this sound (SC LINK)

Hey everyone, please check the following SC link (the first 25 secs), how to get that low-passed low-Fi sound? I don't need that vinyl noise, just the breakdown. Did the producer just low-pass everything with fancy filter? Or any other audible FX?
