90's trance tune from Toronto rave protest

I came across this old video posted on youtube of a protest in favor of continuing raves in Toronto in 2000. It was hard to pay attention as the first track (which I'm requesting to be ided) was so good. This could easily be a big, popular tune but I've never heard it before and because of the constant interviews/speeches, it's touch to get any iding app to recognize it.

There are 3 songs in this video, I'm looking only for the first one. Around 4 mins into the vid, there's a big breakdown that might help. Apologies if it's difficult due to the talking etc but I'm sure if you know it, you'll be able to ID it. Thanks in advance.
