I'm not familiar with the first passage (James #3), but it sounds pretty good.
You're asking for any clues, so I can only say that the second passage (Orwhel - AL) reminds me of Metro Dade - The Andor Voyage 1995

I think something like this could have come out on a Belgian or Dutch or German label between 1993-1995(1996) from my experience.
