What is this sound?

I've always wondered, what is this sound/synth and how to make it:

Sounds almost like a human voice!

could be either some synth sound that emulates a choir of some kind (or them "ooh" and "doo" presets), or a little piece cut out of an actual vocal....shouldn't be too hard to make?

The reason I asked is because it's so common. I've heard this exact sound in like 5-6 tracks. It must be some specific synth..
