Why exactly would anyone pay the price of an album for a chart?
I'm really confused here... I'm looking through beatport and theres a charts section... expecting this to be the top sellers or perhaps djs free charts... I see all these charts costing 15 bucks.
Who'd pay for a CD album when the 2x12" is usually cheaper?

Yeah I've looked at charts before just to see what some DJ's are playing, but I would never buy someones month "top 10" or whatever.

...perhaps some people will just wind up liking every track on that chart, but I'm sure most people just pick up the individual tracks they want.
I don't think any of them have ever been free, and most of them aren't included in their 'most downloaded' section.

I can think of a few reasons.
A) They don't have decks
B) They aren't DJs
C) CDs often have bonus tracks the vinyl didn't have room for
