I dont want the 'The operation timed out when attempting to contact...' or the'the document contains no data' pop-up to appear when Firefox can't open a site. Instead I just want the site to appear as the 'Page cannot be displayed' like in IE. Is there any way to change this?

Yes. " If you know how to program " And if you feel like writing code for firefox so it does that. Otherwise no!

The equivalent of a 404 i think, i'd rather have a pop up box than that ugly page imo.

make a new boolean value named this "browser.xul.error_pages.enabled", set it to true
edit:
also great for host files that block ad servers
this way you get an iframe with an error page instead of having moz/ff open pop up errors on every page from ads that can't load
