Almost all players sold in the US do have Region 1 locks on them. There are a number of them that you can buy that are region-free, you just have to look them up.

Any DVD player worth more than 50 cents should be able to play CDs and CD-Rs without a problem. Some drives are not compatible with recordable DVD's, though the DVD-R format is the most widely supported.

Many new players support DiVX, I have not heard of any that support XViD and I seriously doubt anything supports OGG...it is just not a widely used format.
